Order is measured, not assigned: each pattern is counted against the site’s book corpus, with a 〜 treated as a slot so あまり〜ない is matched as one discontinuous pattern rather than as the word ない. A few entries name a category rather than a form — “i-adjectives”, 受身形 — and have nothing countable, so they sit mid-level instead of being sorted to the bottom.
