This pattern emphasizes that the action or state expressed by the te-form is the necessary and sufficient reason for what follows. This problem may be resolved only after some time has passed.
Not てから てから simply means 'after doing' without implying that the earlier action is the essential reason for the later result. てこそ adds a strong 'only because' or 'precisely because' nuance.
