This pattern expresses that even when a certain point or situation is reached, the expected result does not occur or the situation remains unchanged.
Attaches to
Attach to a noun + に至っても, or to the dictionary form (辞書形) of a verb + に至っても. For nouns, use であるに至っても in formal writing.
に至っても is a formal, written expression that emphasizes that even after reaching an extreme or significant stage, something still does not happen or the state persists. It often appears in news reports, essays, or official statements. The focus is on the contrast between the advanced point and the unchanged outcome. For example, after many discussions or even after a serious crisis, the problem remains unsolved. In conversation, it sounds stiff; instead, people might say ～ても or ～のに.
何度も交渉を重ねるに至っても、両者の合意には至らなかった。
Nando mo kōshō o kasaneru ni itattemo, ryōsha no gōi ni wa itaranakatta.
Even after repeated negotiations, the two parties could not reach an agreement.
大規模なデモが起こるに至っても、政府は態度を変えなかった。
Daikibo na demo ga okoru ni itattemo, seifu wa taido o kaenakatta.
Even when large-scale demonstrations occurred, the government did not change its stance.
会社が倒産するに至っても、彼は自分の非を認めなかった。

Even when the company went bankrupt, he did not admit his fault.
Not ～ても (even if) or ～にもかかわらず (despite)
に至っても is much stronger and more formal; it implies a culminating point or extreme step. ～ても is general and casual. ～にもかかわらず simply means 'despite', without the nuance of 'reaching a point'.
